Philosophi Lapis is an early spin-off of the Crielere program. It was originally founded to exploit those discoveries that did not fit into the mainstream activities of Duvolle Laboraries and other Gallente participants.
Philosophi Lapis is not a direct participant in the Caldari-Gallente cooperative research project. Instead, it gets access to results of the program through its connections to the main Gallente researchers. It focuses on exploiting cybertechnology, but will occasionally work on other technologies as well, depending on which technologies are passed on to the corporation.

Philosophy Lapis was originally created to be of benefit to the Gallente research partners, especially Duvolle Laboratories. The intention was that it would eventually work with all the participants of the Crielere project. However, the Caldari corporations did not view the entrance of a new Gallente corporation favourably. Because of this, Philosophi Lapis could not fullfill its intention of working with all the program's participants. This in turn resulted in a rather fast exclusion from the Crielere research.
Despite the negative reactions from the Caldari corporations, Philosophi Lapis still intended to live up to its original charter, and meant to create favorable connections with both the Gallente and Caldari research corporations. This failed, however, and as Caldari-Gallente relations become more tense, Philosophi Lapis abandoned the idea of cooperation with the Caldari. Instead, the Minmatar became a partner in Philosophi Lapis' research.

A lot of Philosophi Lapis' operations are located near Crielere, in the Gallente Border Region. This means that transports could possibly be delayed for a long time because of customs inspections. To avoid this, and to facilitate easy transfer for goods in this region (and hopefully between Caldari regions and Gallente regions), Philosophi Lapis maintains close connections with the Federation Customs.
In addition to the Federation Customs, Philosophi Lapis also maintains connections with several other Federation government agencies, starting with the President Bureau. Since the unrest within the Crielere project, the President has taken an increased interest in Philosophi Lapis, which is was viewed as a backup for the Crielere project. Now that the Crielere project has been terminated, Philosophi Lapis is used to ensure that the Gallente government gets access to the new discoveries.
